Congress Making It Difficult To Plan Budget For HHS, Says Harkin

A Senate Appropriations Subcommittee on Labor, Health and Human Services, and Education held a hearing Wednesday to listen to Kathleen Sebelius, Secretary of the Department of Health and Human Services, defending President Obama’s 2012 budget. Chairman Tom Harkin (D-IA) raised some concerns he has with program cuts and subsidies. (1:05)
