Clinton says it's unacceptable where the oil money in Iraq goes

When addressing students and guests at George Washington University, Democratic Presidential Candidate Senator Hillary Rodham Clinton says it is clear, that the Iraqi government is not spending their oil money on reconstruction; there are reports that Iraq spent less that a quarter of its oil funds set aside for reconstruction in 2006. Oil money is showing up in foreign banks, even as the citizen are lacking in basic services. As president, she said, I would appoint a special council in Iraq to make recommendations directly to me. It is unacceptable that these oil revenues go unused or in a private account while citizens lack electricity and clean drinking water. (1:00)
