Continuing Resolution Made Pentagon Less Efficient, Says Defense Official

Ashton Carter, Under Secretary of Defense for Aquisition, Technology, and Logistics told the Heritage Foundation Wednesday that uncertainty surrounding a spending plan for the remainder of the year made the Pentagon less efficient since it through off well calibrated plans. (0:41)
