Frank: Unworkable Majorities Will Stall Progress In Congress Regardless Of Party

Rep. Barney Frank (D-Mass.) answers reporters’ questions days after he announced he would not seek re-election in 2012. 

Frank says that whether or not Democrats regain control of the House following the 2012 election, there will still remain an unworkable majority in either House. Frank adds that reform to the 60-vote majority in the Senate must be changed to create a more productive environment. (0:26)
