Boehner: Withholding Tax Is A Burden To Small Businesses

House Speaker John Boehner (R-Ohio) told reporters Tuesday that the 3 percent withholding tax applied to government contractors should be repealed since it puts a burden on small businesses by being needlessly complex. (0:32)
