State Has Attempted To Negotiate Release Of Captured American Prior To Carter's Trip

State Department spokesperson Mark C. Toner outlined the steps State has taken in the past to negotiate the release of an American citizen imprisoned by North Korea. Former President Jimmy Carter is currently in North Korea on a private mission to discuss the release. (0:21)
