Kagan: Supreme Court Only Interprets Meanings Of Congress' Laws

Solicitor General Elena Kagan says Wednesday, that although Congress makes the laws, the only thing that the Supreme Court should be doing is interpreting the meaning of the laws Congress put in place. (0:23)
