Salazar Defends "Pause Button" Moratorium Theory

Interior Secretary Ken Salazar explains to a Senate subcommittee Wednesday how the moratorium on off shore exploration is the best course of action following the disaster, saying that this "pause" will allow regulators to build the capacity to better handle situations that may arise in the future.
