Increased Transparency Necessary To Prevent Contracting Fraud, Says Special Inspector General  

General Ginger Cruz, the Special Inspector General for Iraq Reconstruction, told the Commission on Wartime Contracting In Iraq and Afghanistan Monday that additional transparency would help prevent fraud and abuse among contractors. (0:15)
