Awarding Contracts On Any Merit Other Than Qualifications A 'Recipe For Disaster,' Says Inspector General

Assistant Inspector General for Special Inspector General for Afghanistan Reconstruction (SIGAR) Raymond DiNunzio told the Commission on Wartime Contracting In Iraq and Afghanistan Monday that awarding contracts for another other reason besides than qualifications is a "recipe for disaster." (0:13)
