Education Budget Aimed At Turning Around "Chronically-Failing" Schools, Says Secretary Duncan

Department of Education Secretary Arne Duncan says during a confernce call on Monday to outline his department's proposed budget for the 2011 fiscal year that a certain amount of funding will go toward "turning around" badly-performing public schools, like those in the District of Columbia. (:33)
