Democrat Bayh: Reconciliation Not The Way To Go On Healthcare Bill

During a news conference on Tuesday to introduce a new bill that would freeze all federal non-discretionary spending, Sen. Evan Bayh (D-Ind.) says that budget reconciliation should not be used by Democrats to pass health care reform. (:03)
