Bayh: Healthcare Bill Must Not Increase Deficit

During a news conference on Tuesday to introduce a new bill that would freeze all federal non-discretionary spending, Sen. Evan Bayh (D-Ind.) says that the healthcare bills in Congress must not contribute to increases in the deficit. (:31)
