Health Care System Is Broken And Unconstitutional Says Democrat Perlmutter

Congressman Ed Perlmutter (D-Col.) explains that health insurance companies will insure a healthy person over a sick person because it is the demand of the insurance companies' stockholders. He also says that the current system is unconstitutional and broken. (0:28)
