Obama To Offer Incentives For Homeowners To Retrofit Their Homes

In a speech at the Brookings Institute on Tuesday, President Barack Obama says that he wants Congress to consider a plan that would offer tax incentives to homeowners who retrofit their homes to make them more energy efficient. (0:16)
