Napolitano Says New Immigration Enforcement Initiative Is Fair

Department of Homeland Security Secretary Janet Napolitano says during a press conference Thursday that the Immigration and Customs Enforcement's (ICE) Secure Communities initiative, a program that uses biometrics to identify and remove illegal immigrants who have committed crimes in the U.S., is fair because it requires all persons booked to be scanned for immigration history.
