At the House Judiciary subcommittee, Timothy Lynch, Director of the Project on Criminal Justice from the Cato Institute, speaks on hate crimes.

Lynch says that proposed bill H.R. 1592, the "Local Law Enforcement Hate Crimes Prevention Act" is unnecessary as all the violent acts that would be covered by this bill are already "on the books," and a new law will no stop someone prepared to commit a violent act. (0:26)
