Senator Byron L. Dorgan (D-ND), Chairman of the Senate Committee on Indian Affairs, stated during the hearing on Tribal Colleges and Universities that the flat funding currently provided is not adequate.

Sen. Dorgan tells Carl J. Artman, Assistant Secretary for Indian Affairs at the Department of the Interior, that while he can't ask him directly whether the funding is adequate and expect him not to dance around the question, he asks him to be the missionary within the Department for these issues.
