Dr. David Gipp, President of United Tribes Technical College, states at the Senate Committee on Indian Affairs hearing concerning Tribal Colleges and Universities that they won't get funding from the administration unless they become someone's favorite.

According to Dr. Gipp, for the past six years they have been left out of the budget even thought the United Tribes has been included in it since 1969. (0:29)
