Amy Wilkins, Vice President of the Education Trust, points out that because of No Child Left Behind better teachers migrate away from high-poverty schools leaving less experienced teachers to educate high-poverty children at the Senate Health, Education, Labor and Pensions Committee hearing on the reauthorization of No Child Left Behind.
Wilkins insists that amendments to No Child Left Behind must fix the comparability provisions of the law. (1:00)
