President's Schedule
The president had a National Security Council meeting this morning on the G8 Summit. He will have a meeting with the Prime Minister of Slovenia at 10 am. At 11.10 am Henry Paulson will be sworn in as Secretary of the Treasury. At 1.05 pm there will be a meeting with the Chairman of the President's Foreign Intelligence Advisory Board, Steve Freedman. He will have policy time at 1.30 pm, the topic will be the Doha round. At 2.35 pm, there will be a roundtable interview with foreign print media. He will have policy time on stem cell at 3.20 pm and a 7.25 pm social dinner in honor of the Special Olympics. There will be 9.00 pm entertainment by Rascal Flats. Steven Hadley will brief at 3.30 pm on camera on the record.
India
Asked about India's firing of a missile, White House Press Secretary Tony Snow said that the US had been notified by India that there would be a routine test. The Pakistani government also was notified.
Secret Government Programs
Snow was asked whether Congress has been briefed on all secret intelligence programs. Snow said that when the White House was briefed on the program referred to by Chairman Hoekstra yesterday , the White House told the Director of National Intelligence that Congress needed to be
informed, and it was. Chairman Hoekstra also yesterday indicated that he was satisfied with the consultations since, Snow added. Snow said that he would get guidance on whether Congress has been briefed on every secret program.
Iran's Response to Incentive Package
A preliminary response should be coming tomorrow.
North Korea
The North Koreans have broken their own word, Snow said, as far as eliminating all nuclear weapons and nuclear weapons programs, and that they would abide by the Non Proliferation Treaty and IAEA safeguards. Diplomats from all the regional powers have been very busy trying to get the North Koreans to agree in a credible and verifiable manner to take down all nuclear weapons development programs and in addition to return to the missile moratorium. The president's commitment to diplomacy is not at odds with the policy of pre-emption, Snow said.
The US has been working on the North Korean problem in a multi-lateral manner for a number of years, and the same thing with Iran. Iraq and Afghanistan are also multi-lateral. Snow said that a possible pre-emptive strike on Korea by Japan is a statement that had been made by a Japanese official. It is clear than no options have been ruled out. There seem to be many qualifiers attached to it. Snow said he did not read this as a declaration of war.
World Cup Final
Snow was not aware if the president had watched any of the game.
Iraq
US officials are moving aggressively on all allegations of misbehavior in Iraq. The Iraqi Prime Minister is being kept informed. When the US finds parties are guilty, we will prosecute vigorously.
