White House Gaggle

President's Schedule
The President had his usual briefings this morning and met with the Secretary of Defense, Donald Rumsfeld. Just prior to the White House Gaggle he signed the Family Entertainment and Copyright Act of 2005. This afternoon the President will give remarks at the Small Business Administration's Small Business Week Conference here in DC. The President will also be meeting with Republican members of the House this afternoon to discuss a variety of issues, including the completion of the budget. This evening the President will be delivering informal remarks regarding the legislative agenda at the National Republican Senatorial Committee
reception in DC.
The Energy Bill
Scott McClellan, White House Press Secretary, reiterated that the White House has always been interested in addressing the energy situation. The President's remarks today will outline his strategy for making the nation less dependent on foreign energy sources. He will talk about what the administration is doing to tackle the root causes of high energy prices. The President will say that the US needs to diversify and increase the supply of energy as well as make use of new technology so that the nation is less dependent on energy from abroad. McClellan said that the President is calling on Congress to resolve differences and act on his proposal before summer. He responded to accusations that proposed changes to the energy bill are purely political saying that they are consistent with the administration's long term comprehensive approach to reducing energy dependency. McClellan expressed the President's concern over high energy prices and their effect on the growth of the national economy. He also spoke about the impact of energy prices on families and small businesses. McClellan also said that the President has appointed a bipartisan advisory council to examine the tax code with regards to the energy bill. He said that new tax legislation will extend tax cuts already granted to hybrid vehicles to clean diesel vehicles.
New Refineries
Mr. McClellan commented on the possibility of using closed military bases as sites for new oil refineries. He stressed the need for new refineries to increase supply and deal with the current "capacity problem." He also said that the President will work with Congress to move forward on legislation that will allow new refineries to be built and selecting the sites for those projects.
Judicial Nominations
The President met with the bipartisan bicameral leadership recently and discussed judicial nominations. When questioned about Vice President Cheney's stated support for the "nuclear option", Mr. McClellan clarified that the Vice President feels that the Senate needs to determine their own procedures. McClellan also reiterated the President's standpoint on the matter, saying the President feels that all the nominees are highly qualified and deserve an "up or down vote." He added that the President has urged "Democrats to stop playing politics."
Consultations with OPEC
In response to a question regarding the President's meeting with Saudi Arabia Crown Prince Abdullah Scott McClellan stated that the President continues to be in consultation with many oil producing countries around the globe. The Preident and oil producing countries consult to make sure that the demand of the growing global economy is met.
