FEMA ripping away bureaucratic red tape says Deputy Administrator

At a Senate Homeland Security and Governmental Affairs Disaster Recovery Subcommittee hearing on FEMA's progress after Katrina, FEMA's Deputy Administrator, Admiral Harvey E.
