U.S. Lagging In Infrastructure Rankings, Says Obama

President Obama delivers remarks in the White House Rose Garden on Wednesday urging Congress to reauthorize funding for surface transportation projects. Obama says now is the time for the country to be making critical infrastructure investments and putting folks back to work.
