Senator Boxer: Infrastructure Spending Down By Half Since 1960

During a press conference Wednesday, Sen. Barbara Boxer notes that the U.S. spends only 2% of its GDP on infrastructure while China spends 9%. She adds that the figure represents a 50 percent decrease since 1960. (0:28)
