Time For Dems To Step Up, Says Kyl

Senate Minority Whip Jon Kyl (R-Ariz) says that it is time for Senate Democrats to step up with something that can pass in both the House and the Senate. He notes that they have already voted against two proposals and have already committed to say no to the Boehner plan. (0:33)
