Sebelius: State Based Exchanges Will Make Insurers Compete

Health and Human Services Secretary Kathleen Sebelius marked the release of draft guidelines for state insurance exchanges during an appearance Monday at a D.C.-based hardware story. Sebelius said that the exchanges will require insurers to compete in terms of price and quality. (0:16)
