Solis: Majority Of Released Prisoners Return To Life Of Crime

During a discussion on creating employment opportunities for incarcerated individuals, Labor Secretary Hilda Solis says one in 99 American adults are incarcerated, one in every 36 Hispanic adults and one in every fifteen African-American adults are currently incarcerated. (0:32)
