Mere hours before a potential government shutdown, Sen. Patty Murray (D-Wash.) spoke out against what Democrats are referring to as ideology-driven riders attached to the budget. The proposed elimination of the Title X program, introduced by President Nixon, funds programs such as Planned Parenthood. (0:40)
