Former Sen. Alan Simpson (R-Wyo.), co-chairman of the National Commission on Fiscal Responsibility and Reform, says it is a fallacy to think the budget is being balanced on the back of social security. Simpson testified before the Senate Budget Committee on Tuesday. (0:23)
