Melinda Gates, co-chair of the Bill and Melinda Gates Foundation, gave the keynote speech at a CARE conference in Washington on Wednesday honoring the 100th anniversary of  International Women’s Day, where she stressed the importance of continuing to invest in U.S. foreign aide despite an unstable budget climate.
