Whitehouse: Mid-Western Coal Plants Pollute Small States

Sen. Sheldon Whitehouse (D-R.I.) tells reporters over a conference call Monday, that passing the Congressional Review Act Resolution of Disapproval of the Cross State Air Pollution Rule is unfair for downwind states in the Northwest because they recieve all the pollution. (0:19)
