Carney: Biden Would've Broken Jobs Bill Tie If Majority Ruled Senate 

White House spokesman Jay Carney tells reporters during his daily briefing Friday that if a simple majority ruled in the Senate, he is confident Vice President Joe Biden would’ve broken the 50-50 tie shooting down Obama’s first provision said to put teachers and first responders back to work.
