Gulf Coast Claims Service Independent From $20 Billion Escrow Fund, Says Feinberg

Kenneth Feinberg, who is spearheading the compensation process for victims of the Gulf Coast oil spill, made clear in his testimony before the House Small Business Committee that the Gulf Coast Claims Service is drawing from the $20 billion escrow account set up by BP, but is ultimately independent from it.
