Rockefeller's Letter To The EPA Is An 'Interesting Approach,' Says Dorgan

Sen. Byron Dorgan (D-N.D.) says that a letter sent by Sen. Jay Rockafeller (D-W.V.) to the Environmental Protection Agency warning the agency to defer authority over green house gasses to Congress is an "interesting approach." Dorgan adds that it is intended to give Congress more time to act. (0:34)
