START Will Cut Nuclear Arsenals Over Time, Says Obama

During brief remarks on Friday, President Barack Obama announces that the U.S. and Russia have agreed to sign a new Strategic Arms Reduction Treaty (START) on April 8. The announcement came just minutes after Mr. Obama spoke to Russian President Dimitry Medvedev via telephone. (:28)
