State Department Must Recognize Vietnamese Human Rights Violations, Says Rep. Cao

This call to penalize Vietnam for non-occuring religious oppression will accomplish injuring relations between the US and VN, curtailing the significant progress made by VN, and endangering exchange programs that enhance human rights.
