President Clinton: Developing Nations Should Be Empowered, Not Dependent

Former President Bill Clinton testified before the Senate Foreign Relations Committee Wednesday in favor of legislation that would increase support for President Barack Obama’s Global Health Initiative (GHI).
"We should use this health reform moment and the Global Health Initiative proposal to send a clear signal to the word that we are moving away from a dependency model of aid toward an empowerment model," Clinton said. (0:33)
