Taxing the higher cost insurance plans is unfortunate because it does not indicate the rational for the higher rate. If someone has a slew of chronic health problem, their insurance plans would be high cost. Taxing those who try to manage costs with higher coverage in these cases is not a very wise idea. It is better to tax those who have the ability to earn more.
