Boehner Claims Congress Needs To Change, Suggests 72 Hour Layover For Bills

House Minority Leader John Boehner (R-Ohio) stated Thursday that Congress needs to change and that one key step is to require a 72 hour layover for bills in order to provide lawmakers and the public enough time to read them. (0:48)
