Dealers Taking Advantage Of Confusion Over Cash For Clunkers, Warns Consumer Watchdog

Joe Ridout, Spokesman for the organization Consumer Action, says that some car dealers are taking advantage of consumer's confusion over the Cash for Clunkers program. He says that there is a developing trend of dealers requiring consumers to either sign liability wavers or pay upfront for the rebate. He says that this tactic effectively causes the customer to pay twice, once as the tax payer and once as a victim of "double dipping." (0:41)
