Expert: International cooperation not feasible

Ashley Tellis, an expert for the Carnegie Endowment for Peace, explains how he believes that international maritime cooperation is not possible with rising nations, like China and India. He asserts such an idea because of the vastly different interests between the global superpower and the nations trying to supplant it. (0:38)
