Illinois Republican Says States Should Regulate Bad Driving, Not Federal Government

Illinois Rep. John Shimkus (R-Ill.) stated during a House Energy and Commerce Committee hearing on driving safety that "Distracted driving is bad." Shimkus added, however, that states, and not the federal government, should be the regulators of "bad" driving. (0:11)
