In a phone conference Wednesday, former New York Mayor Rudolph Giuliani stated that terrorists should be tried through military tribunals.
"If we are at war...then these people are enemy combatants who should not be tried in civilian court," said Giuliani. "I can't think of any reason that justifies this decision." (0:28)
