Retired General Says State Department Needs Stricter Guidelines For Resource Allocation

Retired General Paul Eaton says that there is no "hardass colonel" to direct the allocation of resources in foreign relations while speaking in a discussion at the Center for American Progress, a left-leaning think tank in Washington, D.C. He adds that there needs to be stricter guidelines for the allocation of these resources. (0:15)
