Sen. Richard Shelby (R-Ala.) says he and his fellow Alabama delegates sent a letter to Defense Secretary Robert Gates attempting to demonstrate how a new Request for Proposal (RFP) for a KC-X aerial refueling tanker is unfairly leaning in favor of the manufacturer Boeing. (0:32)
