Supreme Court decisions “ambiguous?”

Ronald Rotunda, a constitutional treatise author and professor of law at George Mason University speaking at the Heritage Foundation says footnotes are “like going down stairs to answer the door during love.” Rotunda believes the Supreme Court has made it more difficult to interpret their opinions through “ambiguous” language and footnotes.
