Rogue states pose a very grave problem says Congressman Royce

At a meeting of the House Foreign Affairs Subcommittee on Terrorism, Nonproliferation, and Trade, Congressman Ed Royce (R-Calif.) is skeptical of achieving international regulation of genetic and human modifications. He says that such technologies in the hands of immoral states pose a grave threat. (0:43)
