Reports of abuse are a "black eye" for the United States

During a press conference at the NATO headquarters in Brussels, Secretary of Defense Robert Gates comments on the recent Supreme Court decision that detainees at Guantanamo Bay prison have the right to challenge their detention in U.S. courts.
