Victoria Jones notes for the White House Press Secretary Dana Perino that the president's enrollment requirement for SCHIP is highly difficult.

Jones suggests that perhaps lower the percentage of enrollment requirement might make the goal of enrollment more achievable. Perino says that will be left for compromising discussions after the president veto's the Congressional SCHIP bill. (0:35)
